Good to see the project is still going.
Not many people have the same perseverance as you guys.
Here goes my suggestion (or it could be called advice or recommendation)...
If you were to make any money out of this (as opposed to some money-eating community service for exiles from Club Penguin), then you should not hire any programmers. The best way is to learn programming yourself. That way, the only investment is time. Normally people go through 7 attempts on average before starting a successful business.

As to the real point on game development...
You should sign up for some sort of virtual dedicated server (about $30/month), in which you can install Smart fox server (or I could provide with an extremely simple php server that can be run 24/7).
Then the next step is to write a chat program up in flash.
Then character movement
Then beta release
Then add a MySQL database for users to sign up
Then add items
Then start charging money
